The 2026 Chittenden County ECOS Regional Plan is Chittenden County’s shared roadmap for a healthy, inclusive, and prosperous future. ECOS stands for Environment, Community, Opportunity, and Sustainability. The ECOS Regional Plan is more than just a document; it’s a collective vision shaped by residents, municipalities, organizations, and businesses working together to make our communities stronger, healthier, and more resilient.
The ECOS Regional Plan combines four plans into one: the Chittenden County Regional Plan, Metropolitan Transportation Plan (MTP), Enhanced Energy Plan (EEP), and Comprehensive Economic Develop Strategy (CEDS).
This document summarizes and documents the public engagement process for developing the 2026 Regional ECOS Plan.
The following table explains how the ECOS Plan satisfies the required elements of the Regional Plan, CEDS and MTP; and provides the reader with the location of the relevant content.
The purpose of this document is to outline the CCRPC’s approach for assessing environmental benefits and burdens in the process of updating the ECOS Regional Plan and Future Land Use map for the county.
According to the US Department of Commerce Economic Development Administration (EDA), a CEDS is a “strategy-driven plan for regional economic development” that “is the result of a regionally-owned planning process designed to build capacity and guide the economic prosperity and resiliency of an area or region.”
Updated every five years, the MTP sets out a vision for the development of the region’s transportation infrastructure over the next 20 years.
Supplement 6 is an appendix to the Chittenden County ECOS Regional Plan. Supplement 6 and the land use, transportation, and energy chapters of the main document all form the Chittenden County Regional Enhanced Energy Plan (EEP) as enabled by 24 V.S.A. §4352.
ECOS Supplement #7: Housing Data provides detailed information about how the Chittenden County Regional Planning Commission (CCRPC) calculated the required regional housing estimates and municipal housing targets.
